Ralph was a vanguard who paved the way for us younger officers to benefit from the gain s that he made for us with the Union, Contracts etc. We ALL owe him a debt of gratitude and my condolences to the family on your (and our) loss. Gary Birkahn, RPD Retired and Former Locust Club Secretary.

“With the silent consent of Public Officials”. Those seven words uttered by Ralph Boryszewski and published in the local newspaper ignited a firestorm. Referring to widespread and unchecked illegal vice activities that City Hall was comfortable with turning a blind eye to in the late 1960’s. President Boryszewski was attacked by the City officials who were embarrassed by their exposure from a courageous Police Officer we dared to challenge the ‘system”. Ultimately his courage prevailed and from the ashes of that firestorm a new, more aggressive Police Union was created. The Club started to challenge the government, demand that politicians be held accountable for their actions and instilled the desire for the Locust leaders to do what they are supposed to do, support the membership. Sadly, as decades passed, the new generations of officers seem to take for granted the battles that those before them have fought and won. Fortunately, there remains are 100’s of former member who will never forget those seven words and his fight for justice. Later on, after his fighting days were over, his writing days began and President Boryszewski, the 17th Locust Club President became a writer of Constitutional Law. He was a true advocate, a frontiersman of Police Officers rights and a friend. Rest in peace my friend, you have earned your place in our local history. Ron Evangelista, President (Ret) 24th President Rochester Police Locust Club Inc. 1981-2008
